The 4th district party, as well as the parties for all Congressional districts, are established in section three of the North Carolina Democratic Party's Plan of Organization.

The district party is headed by the District Executive Committee - composed of the six District Executive Officers and elected to two year terms - and the chair and first vice chairs of the counties which constitutes the 4th district. The Democratic member of Congress (currently Rep. David Price) who represents the district is an ex-officio member.

Annually the district party holds a convention in one of the four counties which make up the district. Officers are elected biennially on odd numbered years and the conventions adopts platform resolutions annually.

The duty of the district party is to communicate between the county parties and the state party.
